IMPLANTAÇÃO DO SISTEMA DE GESTÃO AMBIENTAL COM A FERRAMENTA ISO14001 PARA PEQUENAS E MÉDIAS ORGANIZAÇÕES

Resumo

A NBR ISO 14001 especifica elementos básicos para a implantação de um SGA – Sistema de Gestão Ambiental aplicável a todos os tipos de organização, apresentando basicamente fundamentos iniciais. Contudo, a norma não apresenta detalhes de elaboração, aplicação e referencias para avaliação do desempenho alcançado pela organização, refere-se que sua aplicação será de acordo com a realidade da empresa, deixando evidente que o SGA baseado na norma ISO 14001 pode ser aplicado a pequenas e médias empresas. Constata-se que com o planejamento do SGA, baseado na ISO14001, inclina-se para um método de avaliação, em que é aplicado o estudo de impactos ambientais mais importantes, definindo assim, conseqüência/ magnitude (abrangência x severidade), avaliação de freqüência/ probabilidade, formando assim diretrizes bases nas quais serão definidas medidas e metas de aplicação do SGA. A metodologia aplicada no planejamento do SGA, utilizada já em outras organizações com estrutura maior, limita-se à LAIA – Levantamento, Avaliação de Impactos Ambientais. Para contemplar essa ferramenta deve ser contemplado outras variáveis, como o custo de aplicação de uma alteração que foi avaliada e definida a sua devida importância, visto que essa situação, que envolve responsabilidades gerenciais, tem peso muito mais significativo em Pequenas e Médias Organizações. Aconselha-se, que na abordagem, para implementação do SGA com a ferramenta ISO 14.001, devem ser considerados todos os fatores, ambientais e gerenciais, adequando-se à realidade das pequenas e médias organizações.




ABSTRACT


The NBR ISO 14001 specifies the basic elements for the implantation of an EMS - Environmental Management System applies to all types of organization, presenting basic initials. However, the standard does not provide details of preparation, application and references to evaluate the performance achieved by the organization, states that its implantation will depend on the reality of business, leaving clear that the EMS based on ISO 14001 can be applied to small and medium enterprises. It appears that with the planning of the EMS based on ISO14001, is leaning to a method of evaluation, which is applied in the study of major environmental impacts, thus defining, result / magnitude (severity x extent), evaluation of frequency / probability, thus forming guidelines on which bases will be defined measures and targets for the implementation of EMS. The methodology applied in the planning of EMS, already used in other organizations with more structure, limited to LAIA - Survey, Evaluation of Environmental Impacts. To cover this tool should be considered other variables, such as the cost of implementing a change that was evaluated and defined its due importance, since this situation, which involves management responsibilities, is much more significant in Small and Medium Organizations. It is advised that the approach to implementation of EMS ISO 14001 with the tool should be considered all factors, and environmental management, adjusting to the reality of small and mean organizations.
